The people living on small islands, and their governments, are impacted by biodiversity loss, climate disasters, and pollution resulting in disproportionate exposure to economic, social, and environmental shocks.

Due to their location and size, Small Island Developing States (SIDS) are particularly vulnerable to climate change resulting in sea level rise, coastal erosion, land degradation, desertification, water scarcity, and extreme weather.

By harnessing the power of nature-based solutions, such as reforestation, and conserving marine and coastal ecosystems, SIDS are enhancing their ecosystem resilience, building sustainable ocean-based economies, and minimizing pollution and waste.

The Presidency of the Assembly of States Parties to the Rome Statute expresses concern over the recent public statements related to an ongoing International Criminal Court investigation in the situation in the State of Palestine. The Presidency regrets any attempts to undermine the Court’s independence, integrity and impartiality. Some statements may constitute threats of retaliation against the Court and its officials, in the event the Court exercises its judicial functions as mandated in the Rome Statute.

Prosecutorial and judicial independence is one of the key components of the rule of law. We call on all States to respect the independence and impartiality of the International Criminal Court.

We reiterate our firm commitment to uphold and defend the principles and values enshrined in the Rome Statute and to preserve its integrity undeterred by any threats or measures against the Court, its officials and those cooperating with it. The Rome Statute establishing the International Criminal Court was the result of thorough, transparent and inclusive negotiations involving all States. It represents an international commitment to end impunity for the most serious international crimes that threaten peace, security and the well-being of the world. The Court has a critical mandate of holding accountable perpetrators of such crimes and delivering justice to victims equally.

The Presidency stands firmly by the International Criminal Court, its elected officials, its personnel, and those cooperating with the Court. Safeguarding the Court’s integrity, including its judicial and prosecutorial independence, is fundamental to the successful discharge of its mandate. We stress the importance of the International Criminal Court as an independent and impartial court of law.

The Assembly of States Parties is the management oversight and legislative body of the International Criminal Court. It is comprised of representatives of States that have ratified or acceded to the Rome Statute. The Presidency of the Assembly is currently composed of H.E. Ms. Päivi Kaukoranta (Finland), President; H.E. Mr. Michael Imran Kanu (Sierra Leone), Vice-President; and H.E. Ms. Margareta Kassangana (Poland), Vice-President.

From 13 to 15 May 2024, the Registrar of the International Criminal Court (“ICC” or “the Court”), Osvaldo Zavala Giler, paid an official visit to Kampala, Uganda, and met with Ugandan national authorities, United Nations( UN) and members of the diplomatic community, stakeholders and members of the affected communities from northern Uganda and Kampala, as well as local and international media.

During his visit, Registrar Zavala Giler met the Minister of State for Foreign Affairs of Uganda Hon. Okello Henry Oryem as well as the Deputy Attorney General Hon. Jackson Karugaba Kafuuzi, in Kampala. He underlined the importance of continued strong cooperation in the common fight against impunity for mass atrocities.

ICC Registrar also met with the UN Resident Coordinator H.E. Ms Susan Ngongi Namondo and he expressed his gratitude for the strong support the UN provides to the ICC in situation countries. In addition, during a meeting with the European Union  (EU) Ambassadors, he highlighted the importance of the EU and its Member States, as vital partners in fulfilling the mandate of the Court. The Registrar furthermore met with the Dean of African Ambassadors, South Africa’s High Commissioner H.E. Ms Lulama Xingwana to discuss the key role that African States Parties play in supporting the Court.

During his 3-day visit, Registrar Zavala Giler held a media briefing with 35 local and international journalists from key media houses in Kampala and Gulu. He also met with stakeholders and members of the affected communities from northern Uganda and Kampala. “Local voices make justice processes come alive and make them meaningful, ICC Registrar Zavala Giler said.

While in Kampala, Uganda, the ICC Registrar also engaged the ICC country office’s team, noting that the work of the office is invaluable for effectively carrying out the mandate of the Court.

Nestled across seven Central and Eastern European countries, the Carpathian Mountains are a wonder of nature, home to vast forests, nearly 4,000 plant species, and diverse wildlife including imperial eagles, bears, and wolves.

Yet, these ecosystems face threats from climate change, such as rising temperatures, increased wildfires, and changing precipitation patterns.

The Carpathian Convention fosters collaboration among countries to promote biodiversity and sustainable practices, vital for the health of major freshwater sources like the Danube river and others.

As #WorldEnvironmentDay approaches on 5 June, with a focus on land restoration, desertification, and drought resilience, it’s crucial to recognize the efforts and challenges in the Carpathians and beyond. Mr President, Distinguished Delegates, it’s a great privilege to have the opportunity once again to brief the Security Council this morning.

I would like to express my thanks to my brother, His Excellency the Permanent Representative of Libya to the United Nations, for his attendance.

Mr President, Excellencies, it was two and a half years ago when I first had the opportunity to brief the Council in relation to the Libya situation, and in those remarks, through the lens of Libya, I called for what in effect was a paradigm shift for a new and constructive, new dynamic with this Council. I emphasised to all members of the Council on that day that I would prioritise referrals to the Court made by the Security Council, I would do my utmost to ensure more resources were given to Security Council-referred situations, and I also expressed the view that, in my respectful opinion, for too long the situation in Libya and also Darfur had been allowed to drift. And I was committed to use my best efforts, with the excellent colleagues that work in the Office, to change things, to bring a new dynamic, and to give impactful, credible results that we could show to the people of Libya, the victims in Libya, and also to the Security Council.

This Saturday marks #WorldMigratoryBirdDay, focusing for the first time on some tiny but mighty allies: insects.

Migratory birds depend heavily on insects for energy during their arduous journeys and breeding seasons. These insects not only fuel their flights but also influences the timing, duration, and overall success of bird migrations. As birds stop at different locations along their migration routes, they actively forage for insects in fields, forests, wetlands, and other habitats.

Yet, the decline in insect populations due to factors like pesticide use, habitat loss, and light pollution poses a severe threat to these avian travelers. Without these essential nutrients, birds face challenges in migration, breeding, and ultimately survival, affecting their roles in pollination and pest control within ecosystems.

Actions such as reducing pesticide use, embracing organic farming, and conserving natural habitats are crucial for supporting both birds and the insects on which they rely.

Migratory birds have been flapping around the globe long before humans invented planes or cars, an example of nature’s incredible design. Let’s ensure their journeys continue with as few disruptions as possible!

On 1 May 2024, the Registrar of the International Criminal Court (“ICC” or the “Court”), Mr Osvaldo Zavala Giler, and the Legal Adviser of the Department of Foreign Affairs of Ireland, Mr Declan Smyth, signed two Memoranda of Understanding (“MoU”) establishing the terms and conditions governing contributions to be made by Ireland to support the following ICC trust funds managed by the Registry: the Special Fund for Security and the Special Fund for Relocations.

“The Court is deeply appreciative and grateful for the steadfast support of Ireland in the areas of Security and Witness Relocations, both of which are essential to carry out our mandate effectively and safely. The signing of these two memoranda of understanding is a testament of support at a time when the Court faces a complex environment of operation”, said ICC Registrar Osvaldo Zavala Giler.

With the first MoU, a contribution will go to the Special Fund for Security, which was created to support the Registry to introduce, increase and enhance various cybersecurity aspects, including fortification of digital infrastructure, safeguarding of personnel, and preservation of sensitive information.

The second MoU concerns a donation to the Special Fund for Relocations. This Special Fund is set up to manage donations from States to relocate witnesses in third countries through a cost neutral arrangement. This Fund allows States, who are able to donate monetary contributions towards relocations, to support those who are willing to receive relocated witnesses but have reasons preventing them from financing the relocation. The donation will allow the Registry to support the relocation of several witnesses and their family members.

The Legal Adviser of the Department of Foreign Affairs of Ireland, Mr Declan Smyth, said: “Ireland is deeply disturbed by the increasing threats faced by the International Criminal Court and those who cooperate with it. The safety and security of those who engage in the justice system is an essential element of the rule of law.  With the signing of these Memoranda of Understanding,  Ireland underlines its commitment to protecting and supporting all those that participate in this great project to end impunity”.

The ICC is the first permanent, treaty-based, international criminal court established to help end impunity for the perpetrators of the most serious crimes of concern to the international community, namely war crimes, crimes against humanity, genocide and the crime of aggression.

UNESCO is supporting journalists reporting from conflict and crisis zones. The Organization is distributing essential supplies to journalists in Gaza, and has established safe working spaces and provided emergency grants for journalists in Ukraine and Sudan. UNESCO is also giving protective equipment and training to journalists in Haiti, and supporting independent media in Afghanistan.

UN Trade & Development and Japan’s  岡山大学(OkayamaUniversity) are expanding their partnership in technological capacity building to accelerate #SDGs.

The two organizations sign a new agreement during the 27th UN Commission on Science and Technology for Development underway in Geneva this week.

Since 2020, they’ve been collaborating to nurture scientific talent in developing countries.

Particularly, the Young Female Scientist Programme, a joint endeavour by both entities, help women participants break the glass ceiling in science, technology, engineering and maths.

A Colombian fugitive found and arrested during a 2020 INTERPOL operation will finally face justice 👏

Jaime Saade was wanted for the murder of a young woman in 1994 and subject to an INTERPOL #RedNotice.

He was living under a false name in Brazil when he was discovered in an INTERPOL operation aimed at locating South America’s most wanted fugitives.

Thanks to the perseverance of law enforcement in both countries, he has now been extradited.

Each year, #RedNotices help arrest thousands of the world’s most dangerous criminals.

From 26-28 March 2024, the Deputy Prosecutor of the International Criminal Court (ICC), Mame Mandiaye Niang, conducted an official visit to the Republic of Guinea in the context of the implementation of the Memorandum of Understanding signed by Prosecutor Karim A.A. Khan KC and the President of the Republic, General Mamadi Doumbouya, on 28 September 2022 in Conakry. The memorandum commits both Guinea and the ICC Office of the Prosecutor to work actively and collaboratively to further the principle of complementarity and ensure accountability for alleged international crimes committed in Guinea in the context of the 28 September 2009 events at the national stadium in Conakry. Eleven accused have been charged in a domestic trial for alleged crimes committed during the events in which between 156 and 200 people were allegedly killed or disappeared, and at least 109 women were raped or subjected to other forms of sexual violence.

During his meeting with Prime Minister M. Amadou Oury Bah and Minister of Justice and Human Rights M. Yaya Kaïraba Kaba, Deputy Prosecutor Niang expressed his satisfaction with the ongoing trial and Guinea’s clear commitment to bring the alleged perpetrators to justice. “Guinea’s capacity and willingness to hold the perpetrators to account are palpable. Despite the existing challenges – not uncommon to most criminal proceedings in different countries, this commitment represents a strong example of complementarity in practice, with the trial being followed across the world.

Negotiations are ongoing for a potential #PlasticTreaty aimed at curbing plastic pollution from entering seas, though the challenge of cleaning up existing waste remains unresolved.

Lefteris Arapakis, a recent #YoungChamps awardee, is addressing this issue through his organization Enaleia in Greece, striving to maintain clean seas. The Mediterranean’s fish stocks are dwindling dangerously, with plastic often outnumbering fish, affecting livelihoods dependent on fishing. Enaleia combats this by engaging fishers across five countries, redirecting waste into the circular economy.

Through training and incentives, Enaleia encourages both experienced and new fishers to actively remove plastic from the sea, resulting in over a million kilograms of plastic collected to date.

Over the last 20 years, high-income countries have consistently used more resources per person than all other country income groups, causing the worst of our climate impacts.

Middle-income countries – due to a shifting of resource-intensive processing from the richer nations, and in a race to develop much needed infrastructure and with changing consumption patterns – have almost doubled the resources they use per person, fast approaching the high levels of high-income countries.

On the contrary, low-income country material use has barely changed over the last twenty years, remaining too low to meet basic needs for all.

By rethinking the way we get food, mobility, shelter and energy to be much less resource intensive, we can lower the impacts and make space for resource use to grow where it is most needed without costing the earth.

Why planting mangroves is not enough. 👉 After the devastating tsunami 20 years ago, Sri Lanka led a mass-drive to plant mangroves to protect communities. Yet, only 3% of the planted saplings survived. Shifting tactics to nurturing, Sri Lanka’s Ministry of Environment created optimal conditions for natural regeneration. Through science-driven restoration efforts, communities in the country have already restored 500 hectares of mangroves, aiming for 10,000 by 2030.

Today, 8 February 2024, the International Criminal Court (ICC) held a ceremony at the seat of the Court in The Hague (The Netherlands) to welcome the Republic of Armenia as the 124th State Party to the Rome Statute, the ICC’s founding treaty.

During the ceremony, the ICC President, Judge Piotr Hofmański, presented the Minister of Foreign Affairs of Armenia, H.E. Mr Ararat Mirzoyan, with a special edition of the Rome Statute, as a symbol of commitment to the rule of law.

The ceremony was held in the presence of the President of the Assembly of States Parties (ASP), H.E. Ms Päivi Kaukoranta, a number of ICC Judges, representatives of the Office of the Prosecutor, of the Registry, of the Trust Fund for Victims and of Embassies of States Parties accredited to The Netherlands.

ICC President Judge Piotr Hofmański welcomed the new State Party saying: “Thank you for making this Court stronger. And thank you for showing an example to all those who have not yet joined the Rome Statute. … Armenia has now joined the community of states committed to the notion that the most serious crimes of concern to the international community as a whole must be answered with justice.”

ASP President H.E. Ms Päivi Kaukoranta stated: “On behalf of the Assembly of States Parties, I congratulate and warmly welcome Armenia to the ICC family. I am certain Armenia will become an active State Party in the implementation of the Rome Statute and the pursuit of international criminal justice.”

The Minister of Foreign Affairs of Armenia, H.E. Mr Ararat Mirzoyan, said: “ICC’s role in crime prevention and ensuring fair and impartial justice process for peaceful resolution of conflicts is significant. In our region, where we have been confronted by proliferation of conflicts we are convinced that the Rome Statute among other legal mechanisms has real potential to prevent further escalation and atrocities. Let us celebrate not only Armenia’s commitment but also the shared vision of a world where justice prevails, and the dignity of every individual is protected.”

Since receiving a UNCTAD’s investment policy review in 2009, Mauritania has enacted significant reforms to strengthen its legal and institutional frameworks, helping to drive a steady increase in foreign direct investment (FDI).

From 2009 to 2012, the West African least developed country (LDC) saw its FDI soar to nearly $1.4 billion. And between 2018 and 2022, Mauritania’s FDI inflows were more than double the average of African LDCs.

Key reforms have included adopting a new investment code, simplifying procedures to set up a business and establishing the Investment Promotion Agency of Mauritania.

In 2023, the country requested UNCTAD to assess the implementation of recommendations from the 2009 review.

A report published on 19 December (currently available only in French) sheds light on Mauritania’s progress and outlines additional recommendations – based on UNCTAD’s investment policy framework for sustainable development – for the country to further tap its investment and entrepreneurship potential.
